Metal with Plastic Coating

Year and country of manufacturing unknown
Given to me by a guy who retired from a Cadillac manufacturing plant a while ago, I believe he received this at work as a promotion
Good condition but there is two tiny bubbles in the coating from the time of manufacturing.
